Mission Statement
The County Finance Department performs the following functions: Tax Collection, Budgeting, Accounts Receivable and Payable Payroll, Producing Financial Statements and Information, including financial analyses, Investment, Acquisition of Property for Unpaid Taxes, Providing Certificates of Residence for individuals who want to attend a community college outside of Putnam County at a reduced tuition.
The Commissioner of Finance collects delinquent taxes and the second half of a partial school tax payment. When making payments due to the Commissioner, the check should be made payable to the Commissioner of Finance

Putnam County Historians have been collecting primary material since the 1950s to preserve Putnam’s past for future generations. The papers in the Collection have been arranged and described. The Historian’s Office welcomes the donation of private papers, maps, and photographs that shed light on the County’s past, as well as the gift of collections relating to contemporary subjects to be preserved for future generations.
A delinquent tax payment agreement exists to pay delinquent taxes. To determine the amount owed, or to receive information regarding the Delinquent Tax Payment Plan, please contact the Finance Department.

Residents can pay and/or view their tax bill online through a secured service provider and use the following accepted forms of payment.
The mission of the Putnam County Tobacco Asset Securitization Corporation is to act as a Legal Conduit between the County of Putnam (which securitized future tobacco revenue streams from the Master Settlement Agreement between tobacco Companies and the New York State Attorney General) and the bond holders that purchased these revenue streams.
If you have been a resident of New York State for at least one year AND a legal resident of Putnam County for at least six months and wish to attend a Community College in New York State, you are eligible to apply by completing this form and bringing it to the Finance Department.

The County Finance Department performs the following functions:
- Tax Collection, including collecting delinquent taxes, providing tax information to the public and to other departments and governments, and determining amounts to pay for county, town, village, school and special district taxes. They also maintain county tax records for the public.
- Budgeting, including providing assistance to county departments in preparing their budgets and coordinating the budgeting process to ensure that all county deadlines for submission to the County Executive and Legislature are met.

Delinquent Taxes
- Town and County taxes that have not been paid to your local collector
prior to May 1 - The second half of a partial Town and County tax that has not been paid to your local collector prior to August 1
- Village taxes from prior year are collected from February 1 – Relevy Date in November
- Tax liens from years prior to the current tax year
