Workers Compensation

Accidents occasionally happen. While work related injuries are infrequent and most often are minor, the potential for more serious injury cannot be eliminated. The proper course of action for an injury that occurs during working hours necessarily depends on its type and the severity. For a more serious injury, the first step is always to get medical attention/treatment as quickly as possible. For a minor injury or accident, a supervisor should first be contacted (circumstances permitting), then first aid or medical treatment secured.

An Employee Report of Work-Related Injury Form should be completed if an employee is injured on the job. The Employee Report of Work-Related Injury Form is available on the Putnam County Intranet Site on the Risk Management page. The completed form should be emailed within 24 hours to Mat Bruno, Risk Manager at This email address is being protected from spambots. You need JavaScript enabled to view it. and should contain as much information that is known at the time. Note: the email should indicate whether the employee is filing a Workers’ Compensation Claim. (Sometimes the injury is minor, and the report is sent for informational purposes only.)

The original form should be completed in full. Questions 14 & 15 should state how much time the employee lost due to the work-related injury. The form is to be signed by the employee, preparer, supervisor, and department head and sent through interoffice mail to Risk Management. If the employee is filing for Workers’ Comp and has lost time due to the work related injury, a C-11 Form must be completed upon his/her return to work or whenever it is requested (For long term injuries, the Workers’ Compensation Board will periodically request a new C-11). A C-11 Form can be found on the Putnam County Intranet Site on the Risk Management page under “Workers Compensation Forms”.

In order to ensure that the employee is not charged for sick time associated with a work related injury, it is suggested that the employee present a signed doctor’s note to their department head stating the recommended date the employee can return to work and if there are any additional work restrictions. Law enforcement employees in the Sheriff’s Office may also qualify for 207(c) Workers’ Compensation claims for injuries incurred in the line of duty. Please check your collective bargaining agreement for additional details

  • Health Insurance

    Eligibility begins the 1st of the month following 30 worked days. Enrollees must work a minimum of 30 hours per week. We offer the choice of either a PPO or an HMO to all employees.

    New Hires contribute 30% of their monthly premium. This premium contribution will decrease over time.

    New employees must have 25 years full-time service credit to qualify for retiree health benefits (25 years County service time OR at least 12 years Allowable service time + 13 years County service time).

  • Sick Time

    Time is accrued in increments per paycheck.

    Employees accrue 10 days per year. The maximum accumulation Is 180 days.

  • Compensatory Time

    Compensatory time is allowable in lieu of overtime at the Applicable rate as per the CSEA contract.

  • NYS Retirement System

    This plan is mandatory for full time employees. An enrollee’s membership tier determines the plan benefits.

  • Dental / Vision

    Eligibility begins 1st of the month following 30 worked days. This benefit is covered 100% by Putnam County. Enrollees must be covered by the CSEA contract.

  • Vacation Time

    Time is accrued in increment1s per paycheck.
    Employees accrue as follows:

    • 10 days during years 1-3
    • 15 days during years 4-8
    • 20 days after 9 years

    The maximum accumulation is 40 days.

  • Personal Time

  • LIfe, AD&D & LTD

    Eligibility begins 1st of the month following 30 workdays. Enrollees must work a minimum of 30 hours per week. Benefit is 100% Employer paid.

  • Flexible Spending Plan

    Eligibility begins 1st of the month following 30 workdays.

    This plan is voluntary, and the County contributes
    $2,000.00/year* to full time employees working 30 hours per week and $1,000.00/year* to part time employees working 15 hours per week.

    This plan is a voluntary IRS 457 plan. Investment options are available to best meet individual needs.

PBA EMPLOYEE BENEFITS

    Eligibility begins the 1st of the month following 30 worked days. Enrollees must work a minimum of 25 hours per week and earn $15,000 per year. Buyout is 20% OF THE Empire Individual annual rate.

    New Hires contribute 25% of their monthly premium. This premium contribution will decrease over time.

    New employees must have 25 years full-time service credit to qualify for retiree health benefits (25 years County service time OR at least 12 years Allowable service time + 13 years County service time).

  • Sick Time

    Time is accrued in increments per paycheck.

    Employees accrue 10 days per year. The maximum accumulation Is 180 days.

  • Compensatory Time

    In lieu of payment for overtime, time off is allowed at 1.5 hours for each hour of overtime worked.

  • NYS Retirement System

    This plan is mandatory for full time employees. An enrollee’s membership tier determines the plan benefits.

The Coroner has jurisdiction and authority to investigate the death of every person in the County whose death appears to be due to criminal violence, suicide, casualty, caused by an unlawful act or criminal neglect; occurring in a suspicious, unusual or unexplained manner; unattended death or any person confined to an institution.  Family permission is not required.

*The Coroner’s are available 24/7 via the police.  Any calls, letters, or emails received will be handled promptly.

Frequently Asked Questions

  • How do I obtain a copy of the Medical Examiner's Report?

    You can print a copy of the Request for Autopsy Report online:  (Parent/Spouse) (Next of Kin) or call/email the office to have a copy mailed to you.  Once we have received your request, a copy of the report will be mailed to you when it is completed (approximately 10 or more weeks)

  • How do I get an Autopsy Report?

    Under New York statutory law, autopsy reports are specifically exempted from public disclosure under the Freedom of Information Law.  Autopsy reports will only be released to anyone who falls under Putnam County Guidelines.

  • What is Cause of Death Pending?

    A “Pending” death certificate is issued if further study is needed.  This allows the Funeral Home to claim the decedent for burial/cremation.  This may not satisfy the requirements of insurance companies.  Once all labs and cultures are completed, the autopsy report will be finalized and amendments to the death certificate will be completed.

  • What do I need in order to Obtain an Amended Death Certificate

    When the Medical Examiner Report is finalized, any amendments to death certificates stating “Pending Further Investigation” will be made. This can take an additional two weeks. Copies of Amended Certificates can be obtained ONLY from the Town Clerk where the place of death occurred.

  • How can I get a release of decedent after autopsy?

    Any inquiries regarding release of the decedent is handled by the Funeral Home.

  • How can I get funeral home information?

    Funeral Homes can contact (845) 279-5711 x3113 for information on release.  If the decedent is being sent out of the country, you will need to contact the Department of Health for a letter of non-communicable diseases. (845) 808-1390

  • How do I get someone's Personal Belongings?

    All personal belongings, except for valuables (wallet, phone, jewelry, etc.), are sent to the Funeral Home with the decedent. Valuables are given to the investigator on the case.

The Soil and Water Conservation District was created in 1967 to develop and carry out a program of soil, water and related natural resource conservation by providing technical assistance and programs to residents, landowners and units of government. This department is open from 9am to 5pm Monday through Friday (except from mid-June through mid-September, when the hours are 8am to 4pm).

  • Putnam County Agriculture & Farmland Protection Board

    The Putnam County Agricultural and Farmland Protection Board (PCAFPB) was formed in 1997 to advise the County legislature on actions that impact farms, and review Agricultural District petitions submitted during the Annual Enrollment period of April 1st through April 30th.  The PCAFPB shall also develop, assess, and approve county agricultural and farmland protection plans.  The PCAFPB is a resource for farmers, landowners, and municipalities regarding any agricultural concerns within Putnam County.

    Cornell Cooperative Extension and Soil and Water Conservation have teamed up again to offer a wonderful selection of trees and shrubs. The seedling sale has a long-standing tradition of planting trees and shrubs that create habitat and protect water quality. Trees reduce the amount of storm-water runoff, which reduces erosion and water pollution while stabilizing shorelines, reducing the effects of flooding. And our selection of plants includes native trees, shrubs, and perennials that support birds and pollinators.

The Putnam County Records Center is a full-service mandated Records Management storage facility for all inactive records for all County Departments and the Towns of Southeast, Putnam Valley, Kent, Patterson, Carmel, and the Village of Brewster, and also the Town of Lewisboro in Westchester County.

The Records Center also provides microfilming, conversion from microfilm to electronic optical images, record retrieval, files management and destruction of records as per New York State Archives and Records Administration Record Retention Schedules for municipal departments and for State, County and local Courts and faxing of record requests.

The Empire State Bid System is a group of municipal agencies located throughout the state that joined forces to create a Regional Bid Notification System to allow easy access to bid and contract opportunities.

    Over 41,000 local government contracting opportunities are available on this system.

    Local Businesses can now gain access to all ESPG participating agencies contracting opportunities from a single website. This system provides instant access to the Purchasing Department’s Bids, RFP’s, Quotes, Amendments and Awards online. Local government agencies from Rockland, Orange, Ulster, Dutchess, Putnam, and Westchester utilize this system.

  • Vendor Registration Options

    Vendors that would like access to contracting opportunities from agencies using this system have two options when registering. Businesses should compare both options and determine which is best for their company.

    Free Registration – there is no charge for businesses to register and gain access to contracting opportunities. Businesses who select the free registration option have access to the site 24 hours a day, seven days per week. Businesses can search by each municipal agency to determine what contracting opportunities are currently available and download the bidding documents from the system.

    E-mail Notification – Businesses can receive instant alerts by e-mail for all formal Bids and RFP’s, all Quotes and all Amendments. There is a $89.95 annual fee for automatic e-mail notifications. The Hudson Valley Municipal Purchasing Group (HVMPG), an instrumentality of local governments (General Municipal Law §119-o), is the regional purchasing organization of Hudson Valley local governments and certain not-for-profit organizations providing services on behalf of local governments. The HVMPG works on procurement related issues in an effort to provide efficiencies in the procurement process and obtain the best value for its taxpayers.

The HVMPG initiated its Cooperative Purchasing Program in 2002 with the basic objective of reducing costs through economies of scale created through volume buying and to make it easier for Hudson Valley businesses to obtain information about local government contracting opportunities through the use of a Regional Bid Notification System. Participating jurisdictions have also experienced cost savings through the reduction or elimination of administrative costs through the use on the Regional Bid Notification System.

The HVMPG promotes an exchange of management and technical information among area purchasing officials and encourages the continuing education of procurement professionals throughout the region.
