BUILDING INSPECTOR SUPERVISOR

DISTINGUISHING FEATURES OF THE CLASS:  This position is responsible supervisory and administrative work involving the direction, training, and oversight of the Building Inspector and support staff within the municipal Building Department. The Building Inspector Supervisor is the department’s lead technical authority for interpretation and enforcement of the New York State Uniform Fire Prevention and Building Code, local zoning ordinances, and applicable county and municipal laws, rules, and regulations.  The incumbent reviews and approves complex plans, oversees inspection activities, ensures consistency and accuracy of code enforcement, and provides professional guidance to staff, contractors, design professionals, and the public. The Building Inspector Supervisor may perform inspections of a difficult or highly technical nature and assists in resolving code disputes or violations. Work is performed under the general direction of the Town/Village Board or the top administrative officer, with wide leeway allowed for independent judgment in carrying out departmental responsibilities. Supervision is exercised over Building Inspectors and clerical or technical personnel within the Building Department. Performs related work as required.

TYPICAL WORK ACTIVITIES:  (Illustrative only)

  • Supervises, trains, and reviews the work of Building Inspectors and other department staff to   ensure consistent and accurate enforcement of codes and regulations;
  • Reviews, checks, and passes on complex plans and specifications for compliance with the NYS Uniform Code, Energy Code, local zoning ordinances, and relevant county and local regulations;
  • Provides technical guidance and code interpretation to inspectors, contractors, design professionals, property owners, and the general public;
  • Oversees the inspection of buildings and structures under construction, alteration, or repair to ensure compliance with approved plans, building codes, zoning requirements, and applicable laws;
  • Conducts inspections of particularly complex, high-risk, or disputed projects;
  • Ensures timely issuance of building permits, certificates of occupancy, violation notices, stop-work orders, and other regulatory documents;
  • Reviews inspection reports, violation notices, and enforcement actions prepared by Building Inspectors for accuracy, completeness, and compliance with procedures;
  • Coordinates enforcement of unsafe structure orders and oversees corrective actions or condemnation processes when required;
  • Investigates complaints and assists in coordinating legal actions or prosecutions for violations of the building code or zoning ordinance;
  • Maintains and oversees departmental record-keeping systems, including permit files, inspection logs, enforcement records, and required reports;
  • Prepares periodic and annual departmental reports for submission to the local governing body;
  • Recommends updates to local building procedures, enforcement practices, and department policies to improve efficiency and compliance;
  • Represents the department at meetings with municipal officials, planning and zoning boards, contractors, engineers, architects, and members of the community;
  • Performs a variety of related activities as required.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES & PERSONAL CHARACTERISTICS: Thorough knowledge of building construction practices, materials, methods, and tools; thorough knowledge of the NYS Uniform Fire Prevention and Building Code, Energy Conservation Construction Code, and local zoning ordinances; good knowledge of engineering and architectural principles as they relate to building design, structural integrity, fire safety, plumbing, electrical, mechanical, and related systems; ability to plan, assign, supervise, and review the work of subordinate staff; ability to interpret and explain complex technical codes, ordinances, and regulations clearly and accurately; ability to read and evaluate architectural and engineering plans and specifications; ability to deal effectively and professionally with contractors, design professionals, elected officials, and the general public; ability to prepare clear and accurate reports and maintain detailed records; ability to use sound judgment; tact; integrity; firmness tempered with courtesy; strong communication skills, leadership.

MINIMUM QUALIFICATIONS: Either

  1. Bachelor’s degree or higher in engineering, architecture, construction management, or a related field and two (2) years of experience involving residential, commercial, or industrial structural design, building construction, code enforcement, or supervision of construction; or
  2. Bachelor’s degree or higher and three (3) years of qualifying experience as described above; or
  3. Associate’s degree in engineering, architecture, construction management, or a related field, or completion of two (2) years of technical/trade school in building construction, and four (4) years of qualifying experience; or
  4. Possession of a plumber’s or electrician’s license and five (5) years of qualifying experience; or
  5. Graduation from high school or possession of a high school equivalency diploma and six (6) years of qualifying experience, two (2) years of which must have involved supervisory or lead-work responsibilities.

PLEASE NOTE: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.

SPECIAL REQUIREMENTS:

  1. Building safety inspectors and code enforcement officials designated by local governments, counties or State agencies for administration and enforcement of the Uniform Code, Energy Code, or portions thereof, shall be certified pursuant to 1208-3.1 or 1208-5.4 of 19 CRR-NY 1208. A local government, county or State agency responsible for administration and enforcement of the Uniform Code and/or the Energy Code shall provide the opportunity for training and certification for the designated building inspector and/or code enforcement official pursuant to this Part. The certified basic training program, including all required subject areas as set forth in §1208-2.1 must be completed within the shorter of either 18 months after the date on which they attended the first training course or eighteen months after the date of their initial appointment as a building inspector or code enforcement official.
  2. All personnel conducting code enforcement as defined in §1208-1.2 shall annually receive a minimum of 24 hours of in-service training as set forth in Title 19 (NYCRR) Part 1208-3.3 in each calendar year following the year in which certified basic training was successfully completed.
  3. All personnel conducting only Building Safety Inspection duties as defined in §1208-1.2 shall annually receive a minimum of 6 hours of in-service training as set forth in Title 19 (NYCRR) Part 1208-3.3 in each calendar year following the year in which certified basic training was successfully completed.
  4. Access to transportation is required to meet work requirements in a timely and efficient manner.
