NOTICE IS HEREBY GIVEN that a public hearing will be held before the County Executive of the County of Putnam at Room #102 of the County Office Building, 40 Gleneida Avenue, Carmel, New York 10512 on the 29th day of October, 2026 at 3:30 p.m. and 5:00 p.m. concerning:
APPROVAL – LOCAL LAW TO AMEND ARTICLE 3, SECTION 3.04-A(d) AND ARTICLE 7, SECTION 7.04(B)(8) OF THE PUTNAM COUNTY CHARTER IN RELATION TO THE VOTE REQUIRED TO OVERRIDE CERTAIN BUDGET VETOES
Amending the Charter of the County of Putnam, as approved and re-adopted by the Putnam County Legislature on October 6, 2026 by resolution #262, by amending Article 3, Section 3.04-A(d) entitled “EXECUTIVE ACTION ON RESOLUTIONS” and Article 7, Section 7.04(B)(8) entitled “ANNUAL OPERATING BUDGET.”
Article 3, Section 3.04-A(d) shall be amended, to provide that where the Legislature has affirmatively exercised its budgetary authority to strike or reduce an item of appropriation from the tentative budget, restoration of that item through the County Executive’s veto should not require a supermajority of the Legislature to preserve the Legislature’s original reduction.
Article 7, Section 7.04(B)(8) is amended to provide that a veto of a legislative action striking or reducing an item of appropriation pursuant to Section 7.04(B)(5) may be overridden by the affirmative vote of a majority of the whole number of the County Legislature.
Furthermore, this proposed Charter amendment should be submitted to the qualified electors, as described below, of Putnam County so that the electors may approve or disapprove the amendment.
SUGGESTED BALLOT PROPOSITION
